Hey!
About the custom horn file itself, I remember it was Nation Forever may be, it was ok to use a .ogg file...
Today I got the .wav working nice online, but not sure about the .ogg
The ingame config is listening right the file, but online...?
Have you already tried or using this compressed audio format ?
May be I'll ask next time online during a race if it's working

ps: because .ogg file is x3 smaller than .wav (quality is good enough to listen some cats fighting), so it will be x3 quickest to upload to drivers from a slow webhost

Additionally to this doc, Amplify Effect may be required on some quieter sounds. Tick 'Allow clipping' and adjust until the preview gets distorted. Then reduce down again until the distortion is no longer audible.
Custom horns must be less than or equal to 10 seconds in length.
From the tuto, the file created is .wav, good sound quality, but file can be compressed to save some kilobits, and benefit to other players that have to download the file (some kilobits x horns, it can help a little
)
In Audacity, import the previous .wav file
01. Check the sound settings...
02. File > Export Audio
03. File type > ogg
04. (options) I think level 10 has better compression + quality ?
For horns, save the file in something like C:\Users\XXXX\Documents\ManiaPlanet\Skins\Horns , you have to find your personal data folder.
Post-it: other players will ear your horn if they can download it. Check this tuto about skins, it's working with horn files too
